The arrival of Westerners barging in on Japan’s long isolation ignited smoldering unrest. The southwestern clans of Satsuma and Chōshū took the lead in bringing about regime change. The Western powers, particularly the British, played a pivotal role in deciding what form Japan would take at the end of it. And thus the Meiji Restoration—which should be called a revolution—took place.
